    I think you can't specify flash memory only!
    You can close USB controller.
    That's from my knowledge but may be there are something else you can do; Like block any USB storage but allow USB non storage devices like Printers! (NOTE: Some new printers already have storage device included)
    Hope you can find something like that!

    There are two ways to stop using the USB:
    1.Close USB Controller
    From BIOS; you will find an option and it depends on which version of BIOS you have and you can close it physically.

    1. By using registry
    Search for a key named USBSTOR USING FIND option and change the key value to 1.
    I really can't remember it well! Sorry for that!

    Ahmed,
    i got a good article and will help in your case as you can close the storage devices only:

    Removing USB Windows Registry Keys

    ALERATEC KNOWLEDGE BASE ARTICLE
    This article contains the process of editing Windows' Registry to remove stored USB information.

    WARNING: It is critical that these instructions here are followed exactly, as incorrect modifications to the Registry may seriously jeopardize the stability of Windows and/or applications running on the operating system. Please do not continue if you are not comfortable performing this fix; instead contact a professional technician or other knowledgeable person to assist you.

    PART 1 - MAKING A BACKUP OF WINDOWS' REGISTRY
    Please make sure you are logged onto the Windows as Administrator (or a user with Administrator rights), as users with limited access rights will not be able to save changes to the Registry. First, make a backup of the registry in case of undesired results caused by the changes.
    1. To begin, click on "Start" and then "Run" to display the "Run" dialog box.
    2. In the "Open" input box, type in "regedit" (without the quotes), then press "OK."
    3. Pull down the "Registry" menu at the top of the window and select "Export Registry File..."
    4. Type a name identifying the backup (e.g. today's date) and navigate to the folder where you would like to save it.
    5. Make sure that "All" is marked under the section titled "Export range."
    6. Click on the "Save" button, and when the hourglass (wait) cursor disappears, the backup will be saved.

    PART 2 - MODYIFYING PERMISSIONS ON USB KEYS - INSTRUCTIONS FOR WINDOWS XP USERS:
    7. In Registry Editor's left-hand pane you will see the "My Computer"object and then several yellow folders beneath.
    8. If any of the folders have a dash or minus sign (–) to their left, click on the minus sign to retract the subfolders.
    9. Click on the plus sign (+) next to each of the following folders to display the subfolders it contains:
    HKEY_LOCAL_MACHINE, then SYSTEM, then CurrentControlSet, then Enum
    10. The two subfolders beneath "Enum" of concern here are: USB and USBSTOR.
    11. Right-click the "USB" folder and select "Permissions" to allow modifications to this folder.
    12. In the resulting dialog box, highlight the user group called "Everyone."
    13. Place a check mark in the "Full Control" box (Allow column), then press "OK" to apply the permissions change.
    14. Repeat step 11-12 for the USBSTOR folder. Do not modify the USBPRINT folder.

    PART 3 - DELETING STORED USB DEVICE CONFIGURATION INFORMATION
    15. Right-click on the USBSTOR folder, and click Delete.
    16. Windows will warn you about the delete request, press "OK" to confirm the deletion was intended.
    17. Repeat step 15-16 with the USB folder.
    NOTE: If you have a USB keyboard and/or mouse, one or both input devices may stop working temporarily after the last step was completed. If this happens, turn off your computer with the "soft" power switch, and after waiting 10-15 seconds after the machine shuts off, turn the power on again.
    18. Close the Registry Editor window.

    PART 4 - RESTARTING WINDOWS TO REDETECT USB DEVICES 19. Unplug any unnecessary peripheral connected to the computer USB ports.
    20. Click on "Start," then "Turn Off Computer" and then select the "Restart" option.
    21. During the boot process, Windows will redetect the USB hardware and will reinstall device drivers automatically.
    22. The essential registry information will be recreated, and will now only store information for devices connected from this point forward.
    23. Power on your Aleratec product and attach it to one of the computer's USB ports. Windows will begin detecting the "new" hardware and will install the necessary drivers to support it automatically.

    I had to find a way to disable the USB power management for all USB Root Hubs. Below is a vbscript that reads the registry and provides the needed change:
    ' AUTHOR: Will Steele
    ' CREATED: 1/22/2009
    ' PURPOSE: The script turns off power management for USB Root Hubs.
    ' NOTE: Change (line 8) HcDisableSelectiveSuspend to &H00000000 to enable power management for all USB Root Hubs.
    ' Change (line 8) HcDisableSelectiveSuspend to &H00000001 to disable power management for all USB Root Hubs.
    Const HKEY_LOCAL_MACHINE = &H80000002
    Const HcDisableSelectiveSuspend = &H00000001
    strValueName = "HcDisableSelectiveSuspend"
    strComputer = "."
    DriverDesc = "DriverDesc"
    Set oReg=GetObject("winmgmts:{impersonationLevel=impersonate}!\\" & strComputer & "\root\default:StdRegProv")
    strKeyPath = "SYSTEM\CurrentControlSet\Control\Class\{36FC9E60-C465-11CF-8056-444553540000}"
    oReg.EnumKey HKEY_LOCAL_MACHINE, strKeyPath, arrSubKeys
    set re = new regexp
    re.pattern = "Host Controller"
    pathCount = 0
    For pathCount = 0 To UBound(arrSubKeys)
    If pathCount < 10 Then
    strKeyPath = "SYSTEM\CurrentControlSet\Control\Class\{36FC9E60-C465-11CF-8056-444553540000}\000" & pathCount
    oReg.GetStringValue HKEY_LOCAL_MACHINE,strKeyPath,DriverDesc,strValue
    set test = re.Execute(strValue)
    If test.Count Then
    oReg.CreateKey HKEY_LOCAL_MACHINE,strKeyPath,DriverDesc,strValueN ame
    oReg.SetDWORDValue HKEY_LOCAL_MACHINE,strKeyPath,strValueName,HcDisab leSelectiveSuspend
    'WScript.Echo (CStr(strKeyPath & "\" & CStr(strValueName) & " set to - " & CInt(HcDisableSelectiveSuspend)))
    End If
    Else
    strKeyPath = "SYSTEM\CurrentControlSet\Control\Class\{36FC9E60-C465-11CF-8056-444553540000}\00" & pathCount
    oReg.GetStringValue HKEY_LOCAL_MACHINE,strKeyPath,DriverDesc,strValue
    set test = re.Execute(strValue)

    oReg.CreateKey HKEY_LOCAL_MACHINE,strKeyPath,DriverDesc,strValueN ame
    oReg.SetDWORDValue HKEY_LOCAL_MACHINE,strKeyPath,strValueName,HcDisab leSelectiveSuspend
    'WScript.Echo (CStr(strKeyPath & "\" & CStr(strValueName) & " set to - " & CInt(HcDisableSelectiveSuspend)))
    End If
    End If
    Next
    If CStr(HcDisableSelectiveSuspend) = 0 Then
    WScript.Echo ("All USB Root Hubs have been configured to have power management enabled.")
    Else
    WScript.Echo ("All USB Root Hubs have been configured to have power management disabled.")
    End If
