Arrow start and end daylight saving time incorrectly (DST)

Windows 2003, Windows Vista and Windows XP start and end daylight saving time incorrectly

Symptoms
The government of Egypt announced on 14/8/2008 that the winter time will start 1 month earlier for the year 2008. This hotfix is a special change only for the year 2008. The change handles the start of the holy month of Ramadan on September 1, 2008.
Accordingly, this hotfix changes the start dates and the end dates for daylight saving time (DST) for the (GMT+02:00) Cairo time zone to the following values:
? DST starts at 23:59:59 on the last Thursday of April.
? DST ends at 23:59:59 on the last Thursday of August.
This hotfix makes this change by modifying the registry. This hotfix is available for computers that are running Microsoft Windows XP, Microsoft Windows Vista, Microsoft Windows Server 2003, or Windows Server 2008.

Workaround

To work around this problem, follow these steps:
1. Use the Time Zone Editor tool (Tzedit.exe) to set the new DST start dates and end dates for the (GMT+02:00) Cairo time zone.
2. Copy the registry changes that are made by the Tzedit.exe tool to multiple client computers by using a script or by using another tool.
For more information about how to use the Tzedit.exe tool, click the following article number to view the article in the Microsoft Knowledge Base: 914387 How to configure daylight saving time for Microsoft Windows operating systems
Note The Tzedit.exe tool is included in the Windows Resource Kit.

Resolution “Please contact your TAM to obtain the FIX for this issue and avoid any issues that may occur.”

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.

To resolve this problem, contact Microsoft Premier Support Services to obtain the fix.

NOTE: In special cases, charges that are ordinarily incurred for support calls may be canceled if a Microsoft Support Professional determines that a specific update will resolve your problem. The usual support costs will apply to additional support questions and issues that do not qualify for the specific update in question.

More Information

• DST End: Last Thursday of August at 11:59:59 PM

WARNING:

Outlook Calendar Issue:
All MS Outlook calendar entries for meetings and appointments between the 28th of August and (the 4th of September or the 25th of September 2007, depending on the fix applied on machines – please contact your TAM for more details) will be shifted by 1 hour. This will happen because the previous - incorrect - DST settings were in place during adding these calendar entries.
MS couldn’t release the hotfix earlier to avoid this issue due to the delay in officially announcing the DST end date by the Egyptian government. We recommend you recheck all calendar entries for the period between the 28th of August and the 25th of September, 2008.
